Technically, the strength of state-led electrification is that charging and swapping infrastructure can be built out all at once. Look at the data and the effect of electrification is greatest precisely in countries with high two-wheeler density like Indonesia. The insistence on domestic production is presumably about jobs and price. Reading it by the numbers rather than by feeling, I regard this as a rational move.
